Emmanuel Kotin, the Founder and Executive Director for the Africa Center for Security and Counter-Terrorism, has observed the recent arrest of the Secondi-Takoradi Municipal Chief Executive (MCE), Abdul Mumin Issah, which was captured in a viral video seems to be premeditated.

According to him, nobody should be seen above the law and therefore everyone needed to be brought to justice for wrongful doings.

However, the security analyst quizzed the act of the Policeman involved since the incident was recorded. In his view, even though the act was in good service, recording the incident also calls for questions.

“Every MCE is the Chairman of the Municipal Security Council and I believe that no one is above the law. Nevertheless, we have to put the issue into keen perspective. I listened to the audio and it was quite disturbing but the issue is at what point did the police officer record the conversation? What was the intent, was it premeditated? In as much as what the MCE did was not right, I think that if you study emotional intelligence, the way the Policeman spoke was out of order. It looks as if the Police Officer knew what he was doing,” he told Samuel Eshun during the Happy Morning Show.

He cautioned other security analysts to critically review the incident and not jump to conclusions like the ordinary Ghanaian. “It is our duty to carefully study these kinds of scenarios and educate the public. At least we owe them that duty,” he said.

Mr. Kotin further indicated that, there is no indication that the Ghana Police Service seems to be under the influence of political will. However, he stated that they tend to abuse their power.

“It is clear the Police is not under any political authority, not even the President. The IGP is not under the President and if you look at the constitution, it is rightly so. The President cannot order the IGP. Doing so will be interfering with the activities of the IGP. He can only do that in exceptional circumstances. Most of these Police Officers tend to abuse their power when they are in uniform. They tend to speak to anybody anyhow and most Ghanaians will agree with me that often times when the Police stop you, sometimes you don’t know the wrong you did. Instead of them to communicate it to you, they tend to speak to you anyhow,” he stressed.

His statements come at the back of the recent arrest of Mr. Abdul Mumin Issah, the MCE for Sekondi-Takoradi on Thursday, February 3 by the Police for a reckless driving offence and alleged assault of a Police Officer.

In a video and audio shared on social media depicting a verbal exchange between the Police Officer and the MCE, the MCE is heard threatening to cause the transfer of the police officer to “Enchi”.

He was consequently charged on three counts of assault of a public officer, offensive conduct conducive to breaches of the peace, and disturbing the peace in a public place contrary to Sections 205, 207 and 298 respectively of the Criminal and Other Offences Act of 1960, Act 29 and arraigned before the Takoradi Circuit Court A.

The court granted him a GH¢100,000 bail on one charge and a self-recognizance bail on the other.
