NCA invites public input on New Number Registration Regulations to replace SIM Laws

The National Communications Authority (NCA) has opened a public consultation on its proposed Number Registration Regulations, 2025, which are expected to repeal and replace Ghana’s current Subscriber Identity Module (SIM) Regulations (L.I. 2006) introduced in 2001.

In a statement issued on December 8, 2025, the Authority said the new regulations aim to modernise and strengthen the legal and institutional framework governing number registration in the country.

According to the NCA, the updated framework will enhance data governance, improve consumer protection, and promote stronger coordination among institutions managing subscriber information.

The draft regulations also seek to establish robust standards for identity verification and lawful processing of registration data, while ensuring inclusion for underserved and marginalised groups.

The Authority emphasised that the new rules will safeguard the integrity, security, and accountability of Ghana’s national numbering resources and associated databases.

Citing Section 27 of the Electronic Communications Act, 2008 (Act 775), Section 5(h) of the NCA Act, 2008 (Act 769) and Section 4.1 of the National Telecommunications Policy (2005), the NCA formally invited licensed service providers, civil society organisations, consumers, and the general public to submit comments on the draft document.

The public consultation window, initially set to close on 14th November, 2025, has now been extended to 2nd January, 2026, allowing more time for stakeholder engagement.

The Authority requested that all submissions be sent electronically as Microsoft Word attachments to info@nca.org.gh, accompanied by a completed response cover sheet as indicated in the draft document. Respondents have been encouraged to specify sections they support or disagree with.

The NCA added that, in line with its commitment to transparency, all responses will be treated as non-confidential.

By submitting feedback, contributors grant the Authority the right to use any copyright or intellectual property in their submissions for regulatory purposes.

Once the consultation concludes, the NCA will move to finalise the Number Registration Regulations, 2025 for implementation.
