NLC summons four tertiary unions over ongoing industrial action

The National Labour Commission (NLC) has summoned four tertiary education unions and their employers over the ongoing industrial action disrupting activities across several public universities.

The summons, issued under Section 139 of the Labour Act, 2003 (Act 651), affects the Senior Staff Association–Universities of Ghana (SSA-UoG), the Teachers’ and Educational Workers’ Union of the Trades Union Congress (TEWU-TUC), the Federation of Universities Senior Staff Association of Ghana (FUSSAG), and the Technical Universities Administrators Association of Ghana (TUAAG).

The Commission has directed the unions and their respective employers, or their mandated representatives, to appear before it for a hearing to address the issues that triggered the strike action.

The move follows a High Court ruling on Friday, February 13, 2026, ordering the striking workers to immediately call off the industrial action.

The court further restrained them from continuing what it described as an illegal strike.

According to the NLC, all parties are required to appear before the Commission on Wednesday, February 18, 2026, at 2:00 p.m.

The Commission confirmed that official notifications have been duly served.

The SSA-UoG, FUSSAG, and TEWU-TUC declared an indefinite strike on Tuesday, February 3, citing what they described as unilateral changes by the Fair Wages and Salaries Commission to previously agreed conditions of service.

The industrial action, which has affected teaching and administrative work in several public universities, centers on unpaid Tier Two pension contributions and other outstanding financial obligations owed to senior staff members.

The unions are also protesting the replacement of overtime allowances with a “call-in allowance,” arguing that the change violates a 2021 agreement and undermines staff rights and expectations.

The upcoming hearing is expected to provide a platform for dialogue as authorities seek to resolve the impasse and restore normal academic activities.
