The Colleges of Education Teachers Association of Ghana (CETAG) has threatened to embark on a nationwide strike over the government’s failure to pay outstanding Book and Research Allowance arrears and fully implement the binding arbitral award issued by the National Labour Commission (NLC).
In a statement issued and signed by CETAG National President, Mr. Maxwell Bunu, and National Secretary, Mr. Fidelis Kamaayi on Monday, October 27, 2025, CETAG expressed disappointment and frustration at the government’s persistent delay in meeting its financial commitments to tutors in Colleges of Education.
The association noted that the 2023/2024 Book and Research Allowance arrears, which were expected to be paid by April 30, 2025, remain unsettled despite repeated assurances.
CETAG also raised concern about the non-payment of the top-up for the 2022 Book and Research Allowance for Akrokerri College of Education and the 2022/2023 arrears linked to their migration onto the university salary structure.
According to the association, these delays amount to a breach of trust and a disregard for the rule of law governing labour relations, insisting that the NLC’s arbitral award of May 2, 2023, is binding and must be fully implemented.
The statement also cited unresolved matters before the NLC, including compensation for All-Year-Round Work performed in 2022 and the downgrading of experienced staff, which the association says demoralizes its members.
CETAG has given the government until November 7, 2025, to honour all outstanding components of the arbitral award, warning that failure to do so will be considered a strike notice across all Colleges of Education in Ghana.
“We urge the government to act swiftly and definitively to avert disruption in the 2025/2026 academic calendar and ensure that the welfare of teacher educators and the broader academic community is prioritised,” the statement read.
