The Accra High Court has adjourned proceedings in the ongoing case involving Former Executive Director of the National Service Authority (NSA), Osei Assibey Antwi his Deputy Gifty Oware-Mensah, after Gifty’s legal team submitted a two-day medical excuse on her behalf on Friday, October 17, 2025.
Counsel for former NSS Executive Director, Osei Assibey Antwi, also informed the court that his client was in Kumasi following a directive to report to police investigators. The defence team added that they had not yet been served with a formal charge sheet.
The two former officials are at the center of an alleged GH¢653 million financial scandal, reportedly involving the payment of allowances to tens of thousands of ghost service personnel.
According to findings from a national audit and verification exercise, while the NSS payroll listed over 180,000 individuals, only about 98,000 were confirmed as legitimate service personnel. The remaining names were allegedly fabricated to facilitate the diversion of public funds.
In a related matter, Gifty Oware-Mensah is also facing separate charges linked to a GH¢30.7 million loan fraud. She is accused of fraudulently registering a company to obtain a loan from the Agricultural Development Bank (ADB), allegedly using the allowances of service personnel as collateral without authorization.
The case has been adjourned to a later date for further proceedings.
