NPA Engages Petroleum Industry Players on New Draft Bill

The National Petroleum Authority (NPA) has engaged key stakeholders in the petroleum industry to deliberate on a new draft bill aimed at strengthening the legal and policy framework of the sector.

The forum, held on Monday, August 25, 2025, under the auspices of the Ministry of Energy and Green Transition, was chaired by the sector minister, John Abdulai Jinapor.

In his remarks, the minister emphasized government’s commitment to transparency and reform in the sector.

“This stakeholders’ forum demonstrates government’s commitment to transparency, reforms and inclusiveness even as we move towards a more robust and efficient petroleum downstream sector,” he said.

Mr. Jinapor disclosed that the draft bill is expected to be laid before Cabinet in the coming weeks before proceeding to Parliament for consideration.

He explained that beyond regulating the sector’s legal framework, the bill also seeks to address key policy issues within the petroleum downstream industry.

Acting Chief Executive of the NPA, Lawyer Godwin Kudzo Tamaklo, underscored the importance of updating the existing legal framework.

He noted that the current NPA Act (Act 691), which has been in force since 2005, no longer meets the needs of the industry or the challenges posed by its rapid growth.

Mr. Tamaklo stressed that the new bill will provide a more comprehensive and responsive legal regime capable of addressing the evolving demands of Ghana’s petroleum downstream sector.
