China’s 4th Plenary Session Sets Strategic Direction for Next Five Years of National Development

China has concluded the 4th Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), a major political and economic event expected to shape the country’s development trajectory for the next five years and beyond.

The high-level meeting, held from October 20 to 30, 2025, focused on drafting recommendations for China’s 15th Five-Year Plan, which will guide the nation’s social and economic development from 2026 to 2030. The final plan is expected to be formally adopted next spring by the National People’s Congress, China’s top legislative body.

According to Chinese Ambassador to Ghana Tong Defa, the plenary session reviewed achievements under the current 14th Five-Year Plan period, assessed domestic and global conditions, including geopolitical and economic shifts, outlined strategic priorities for China’s long-term development, set the vision for China’s progress toward 2035

The recommendations highlight China’s ambition to significantly strengthen its economic power, scientific and technological capacity, national defense, and comprehensive national strength by 2035. A key benchmark is for China’s per capita GDP to reach the level of moderately developed countries, signaling a major leap in living standards.

The session emphasized that China will continue pursuing high-quality development, innovation-driven growth, modernization of governance, and improved livelihoods for its citizens.

While addressing Ghanaian journalists in Accra, Ambassador Tong Defa said the overarching goal is to ensure that by 2035, Chinese citizens enjoy a better and happier life ensuring the realization of the nation’s socialist modernization goal.”
