Coordinator of the Third World Network-Africa (TWN-Africa), Dr. Yao Graham has voiced dissatisfaction with the implementation of the government’s Planting for Food and Jobs (PFJ) initiative and the One District One Factory (1D1F) project.

Speaking at the TWN-Africa@30 event, themed “Organising for Equitable and Transformative Policies,” on Tuesday, November 26, Dr. Graham acknowledged the innovative and transformative potential of these programmes. However, he criticised their execution, arguing that it undermined their intended objectives and failed to deliver the expected benefits.

He revealed that his assessment was informed by research conducted to evaluate the impact of the initiatives. The findings highlighted significant shortcomings, revealing that the programmes underperformed and did not align effectively with Ghana’s broader developmental goals.

He noted that while the government’s vision of Ghana Beyond Aid and structural economic transformation was laudable, the PFJ programme primarily operated as a fertiliser subsidy scheme, neglecting critical issues within the agricultural sector. Additionally, he highlighted a lack of coordination between the PFJ and 1D1F initiatives, which diminished their potential to drive significant transformative change.
