President Mahama reappoints Dr. Smith-Graham as FWSC boss

President John Dramani Mahama has reappointed Dr. George Smith-Graham as the Chief Executive Officer of the Fair Wages and Salaries Commission (FWSC), with his reappointment taking effect today, April 22, 2025.

This marks Dr. Smith-Graham’s return to the role he previously held from 2009 to 2017, during which he spearheaded the implementation of the Single Spine Salary Structure a landmark reform aimed at promoting fairness and uniformity in public sector compensation.

He succeeds Mr. Benjamin Arthur, a seasoned labour relations expert who had led the Commission since January 2022.

The Head of Public Affairs at FWSC, Emelia Ennin Abbey, confirmed the reappointment and noted that additional updates concerning the Commission’s leadership direction and strategic plans will be announced in the coming days.

With more than 30 years of experience in compensation management and public service reform, Dr. Smith-Graham is expected to play a key role as the government prepares to transition the FWSC into an Independent Emoluments Commission.

The Fair Wages and Salaries Commission, established under Act 737 of 2007 and operating under the Ministry of Employment and Labour Relations, is mandated to advise the government on matters relating to salaries, wages, job grading, and the overall framework for public sector compensation.
