Speaker of Parliament, Alban Bagbin, has moved to clarify the status of the Anti-Gay Bill, officially titled the Proper Human Sexual Rights and Ghanaian Family Values Bill, following public confusion over its fate.
In a ruling delivered on Tuesday, February 10, 2026, Speaker Bagbin directed that the bill be formally reintroduced in Parliament to allow the House to fast-track its consideration and possible passage. He explained that under parliamentary rules, all bills lapse at the end of a parliamentary term.
The current House, led by Majority Leader Mahama Ayariga, had maintained that the bill was already passed by the previous Parliament but was left unsigned by former President Nana Akufo-Addo, a situation that raised constitutional concerns.
The bill, which was introduced as a Private Member’s Bill, contains a provision stating that it must not impose any financial burden on the Consolidated Fund. The previous government had argued that its implementation could result in financial obligations for the state.
However, after reviewing a legal opinion submitted to him, Speaker Bagbin ruled that the bill does not place any charge on public funds. Consequently, the Speaker of the 9th Parliament has directed that the bill be placed back on the parliamentary schedule for consideration, effectively overriding the position earlier taken by the Leader of Government Business.
