Ato Forson tables Bills to repeal E-Levy, Emissions Levy, and Betting withholding Tax

Ghana’s Finance Minister, Dr. Cassiel Ato Forson, has presented three significant bills to Parliament.

The bills are, Electronic Transfer Levy (Repeal) Bill 2025, the Emissions Levy (Repeal) Bill 2025, and the Income Tax Amendment Bill 2025.

These proposed legislations aim to abolish the widely-debated E-Levy and emissions levy, as well as remove the 10% withholding tax on bet winnings.

During his presentation of the 2025 Budget, Dr. Forson explained that the decision to repeal these taxes stems from the need to alleviate financial pressures on citizens and encourage economic growth.

The E-Levy, introduced in 2022, faced heavy public criticism and failed to meet revenue targets, generating just 11% of its projected income in its initial year.

The Finance Minister emphasized that repealing these levies would boost disposable incomes, foster business expansion, and address public concerns about the taxation of bet winnings.

The proposed changes have been referred to the Finance Committee by the First Deputy Speaker, Bernard Ahiafor, for thorough review and report back to the House.
