A 10th strike Ibrahima Drame was the difference between the two sides on at the Stade Municipal El Manssouria on Wednesday.
Mali thumped Burundi 3-0 in the other game to go top of the Group.
Black Satellites will next face Mali in their final Group B game on Saturday.
