NSS GH¢653m Fraud Case Adjourned as Gifty Oware-Mensah Presents Medical Excuse

Attorney General and Minister of Justice, Dr. Dominic Ayine has implicated the former Deputy Director of the National Service Secretariat, Gifty Oware-Mensah in the national service ghost names scandal.

According to Dr. Dominic Ayine, Gifty Oware Mensah used the service personnel allowances as collateral for a GH₵30 million loan at the Agricultural Development Bank while serving as the Deputy Director of the National Service Secretariat.

“Former National Service Secretariat Deputy Director Gifty Oware-Mensah used service personnel allowances as collateral for a GHC 30M loan at an interest rate of 23 percent.”

The Attorney General while addressing the media on Friday, June 13, 2025, on the national service ghost names scandal said Gifty Oware Mensah achieved this results by using other people’s information called Blocks of Life Consult without their permission.

“In the ongoing NSA ghost names scandal, Gifty Oware-Mensah is accused of misusing 9,934 phantom identities to illicitly obtain GHC 30,698,218. These funds were used to establish “Blocks of Life Consult” without proper authorization,” he said.

The Attorney General added that he will be filing charges against Gifty Oware-Mensah in the coming days.
