Zongo ministry entity tender committee unveiled

A nine-member Entity Tender Committee (ETC) has been set up by the Ministry of Inner-City and Zongo Development (MICZD) to spearhead the Ministry’s tender processes.
The Minister chairs the Entity Tender Committee with the following as members: Gifty Mahama Biyira; Chief Director of MICZD, Mohammed Alhassan Mohammed, Director of PPME, Cletus Anarfo, Director of Finance and Administration, Amina Sammo, Director of Projects and Programmes.
Others are Robert Abugre, Managing Director of the Architectural Engineering Services Limited, Frances Mullen Ansah from the Ministry of Justice and Attorney-General, and Fred Ali of the Public Procurements Authority (PPA), Edem Aheto, secretary to the committee and Dr. Joseph Darmoe, Director of Research at MICZD as a co-opted member of the committee.
Speaking at the inauguration of the committee in Accra, the sector minister said the establishment of the Entity Tender Committee (ETC) is in compliance with provisions of section 20(1) of the Public Procurement (Amendment) Act, 2016(Act 914); which mandates all covered entities to establish tender committees in the manner set out in the first schedule of Act 914 and in accordance with the categories set out in the schedules.
According to him, the ETC is expected to promote the effective functioning of the procurement entity in matters concerning procurement and also to ensure efficient and effective utilization of public resources in line with the objectives of the Public Financial Management Act, 2016(Act921).
He stressed that the ETC among others is to ensure that at each stage of procurement activity, procedures prescribed in the Act are adhered to.
He charged the committee to work within the threshold limits specified in the schedules and the methods specified in the schedule of the Act.
Stating some of the mandate of the committee, the Minister said the committee shall review and approve annual procurement plans and quarterly updates of procurement plans in order to ensure that they support the objectives and operations of the entity.
He further stated that the entity has the power to review and refer to the central tender review committee for concurrent approval, procurement above the entity tender committee’s threshold that has been duly processed by the procurement unit.
‘It is important to mention that in committees such as this, members apply the principles of integrity, honesty and objectivity in all fields.
We are to collectively ensure that procurement go through proper scrutiny to ensure value for money’ he added.
He stated that public procurements have become a source of concern and an area that could easily breed corruption, if the proper procurement procedures are not followed.
As members you are to bring your rich experiences to bear on the assignment and I urge you to be transparent in all dealings he said.
He took the opportunity to congratulate the members and assure them of his readiness to support and lead the committee to deliver on its mandate efficiently and diligently.
In her closing remarks, Gifty Mahama Biyira, the Chief Director of MICZD explained that last year the Ministry was like a department, it only this year that it was given a full ministerial status.
She was hopeful members understands the dynamics of the new Ministry and work in that directions to achieve its aims and objectives.
