Former Executive Director of the National Service Authority (NSA), Osei Assibey Antwi, and his deputy, Gifty Oware, are scheduled to appear before the court today, Friday, 17th October 2025, over their alleged involvement in a major financial scandal linked to ghost names and misappropriation of public funds.
Mr. Assibey Antwi is facing 14 criminal charges, including causing financial loss to the state, stealing, and money laundering. These charges are grounded in sections 179A(1) and 124(1) of the Criminal Offences Act, 1960 (Act 29), as well as section 1(2)(c) of the Anti-Money Laundering Act, 2020 (Act 1044).
Prosecutors claim that during his tenure from August 2021 to February 2025 Mr. Assibey Antwi sanctioned payments to over 60,000 non-existent national service personnel, leading to the loss of several millions of cedis in public funds.
His deputy, Gifty Oware, also faces multiple charges, including stealing, money laundering, and abuse of office. The Attorney-General’s Department alleges that between February 2022 and March 2024, she misappropriated approximately GH¢38.46 million while overseeing the NSA’s finance, audit, and procurement operations.
Further investigations reveal that Ms. Oware allegedly diverted GH¢31.5 million from a loan facility meant to benefit national service personnel. The funds were reportedly funneled into her private company, Blocks of Life Consult, under the pretense of supplying goods through a hire-purchase arrangement.
The case continues to unfold, with both officials expected to respond to the charges in court today.
