Ministry of Roads and Highways Orders Removal of Unauthorized Billboard at Flowerpot Interchange

The Ministry of Roads and Highways has directed the immediate removal of an unauthorized billboard mounted at a section of the Flowerpot Interchange in Accra.

In a press statement issued and signed by the Head of Public Relation Unit, Nasir Ahmad Yartey on Wednesday, August 20, 2025, the Ministry expressed concern over the illegal installation, stressing that it not only breached regulations but also contained glaring errors.

The billboard displayed the inscription: “No Fees Stress; Providing Equal Financing for ‘tartiary’ education”, a misspelling of “tertiary.”

The Ministry also referenced a recent press release by the Students Loan Trust Fund, which disclaimed ownership of the billboard and cautioned the public against the unauthorized use of its logo.

According to the statement, the installation contravenes the Ghana Standards Authority’s Advertisement Specification for Outdoor Signs (GS 847:2019), Section 5, as well as Sections 11 and 15 of Act 540, and Section 188 of the Road Traffic Regulations, 2012 (LI 2180).

The Ministry has therefore tasked the Ledzokuku Municipal Assembly to work with the Department of Urban Roads to ensure the immediate removal of the billboard.

It further urged all assemblies to collaborate with relevant regional road agencies before granting permits for advertisements or notices along major roads.

Additionally, the Ministry appealed to the Advertising Association of Ghana to enforce its code of conduct strictly to prevent unauthorized outdoor advertising structures.
